Would you please let me know if we should say "available at:http:// www.tolearnenglish.com" or "available on:http:// www.tolearnenglish.com"?

I have gathered that there are actually no differences between them but recently people prefer using AT instead of ON before a site.

We use "available on" for website only.
We use "available at" for particular physical location or the URL of a site.

I don't agree with you, sorry. Here is a link about that question:

In the case of "website", it's not so clear what's correct, as a website is a rather abstract phenomenon. If you think of it as a site on the web, "at" would be correct, but if you think of it as a page on the web, "on" would be correct.
So it seems to me that the papers exist on a website. If an address had been given instead then at would be appropriate.
