Hello
I'd like to know what "all over" means in this situation.
At a crime scene.
Police: Did you see anyone run off?
Witness: No, it was all over by the time we got here.
Does the witness say there wasn't anyone here, or there were lots of people around here?
Thank you,
Solas

Hello,
All over means: there wasn't anyone here.
All over/over means it is finished, and you probably know 'Game over', don't you?

Hi, thank you so much for your explanation.
I was confused with "all over the place ", but now I understand.
Cheers,
