Or
I will make a sandwich, do you want one?

Without any additional context, the first one is correct: I'm going to... The second one could be correct in another context: You look like you're starving! I'll make you a sandwich.

Hello,
I will help my father means that you have just decided to help your father.
But talking with a friend of yours two hours later, you can say:
I am going to help my father( because you decided to help your father two hours ago).
