Couple of words misunderstood

Hello,
When watching this video (Lien Internet
, at thestart beginning, the commentator says " when Nyiragongo last erupted in 2002, nearly 400 000 people in the nearby____(?(1 word), had to be evacuated."
At the end of the video, he says something like "I kind of agree" : Is this correct ?
