Throw out c'est plutôt jeter quelqu'un dehors, le virer, l'expulser.
To throw away, c'est se débarrasser de quelque chose dont on n'a plus besoin, le jeter à la poubelle.

Gerondif answered your question regarding throwing out people and throwing away objects, but at least in the USA, there is also an idiom, "When in doubt, throw it out." It means that if you are not certain that something is good, throw it away. One example is when cleaning out the refrigerator and wondering if something is safe to eat. People sometimes say, "throw it out" when talking about putting something in the trash. Perhaps you saw it used that way.
